My approach to representation is the politico model which means I will follow my constituents and represent my state to the best of my ability, unless the views of my constituents contrast my own moral beliefs. I was born and raised in California; therefore I know the hearts and minds of the people I am representing. I graduated from Columbia with honors and then obtained a law degree at Stanford. I was governor of California and have served as a Representative for two terms. The main issue I see facing not only our state but our nation as a whole, is the environment. We need to reform our environmental policy and begin to change our economic situation by favoring environmental interest groups. We need to hinder and place regulations on automobile industries, fuel corporations and major coal mining industries, in order to encourage clean alternative energy and fuel-efficient cars. The way our country approaches environmental issues of today will determine the fate of our world for tomorrow. Our grandchildren and great-grandchildren will inherit a planet where they cannot see trees outside their house, catch fish in the ocean or breathe the air without masks, unless we do something immediately. Our country needs to come together and push for a revolutionary and cultural change in our society to conserve and save our planet. It is time to address this important issue; it is time to make a change.

Section I-Purpose The purpose of this bill is to limit carbon emissions by putting a substantial price on them. Starting with the automobile industry, the bill encourages a switch to environmentally “greener” cars that emit less carbon emissions, which in turn lowers the demand and production of major gas companies. This encourages a switch in our market economy and automobile industries to positively benefit the environment by becoming a more energy efficient nation.
Section II- Findings It is necessary and critical that we make a change in our current economy. This bill will not only help financially stabilize our current economic situation, but it will ensure that our nation is the leader in environment reform. Fuel efficient vehicles provide substantial and lasting benefits such as better gas-mileage, lower gasoline prices, fewer emissions, reduced air pollution and a healthier environment. This bill we encourage less carbon emissions and therefore create a cleaner, safer, and healthier environment for all species of life in this country. Purposing a marked-based program to deal with global warming will achieve large results at modest cost. “If something is not done about the emissions of carbon dioxide and other greenhouse gases, the earth is facing “a rise in global temperatures that will be a little short of apocalyptic.”
Section III- Eligibility National level- This bill will be put into effect on a federal level because it directly influences and affects every single person in this country. There needs to be a collective push for change as a nation instead of individual state efforts in order to make this bill effective. The automobile corporations that will apply to substantial tax benefits will be those that meet energy efficiency requirements. This bill will also apply to those individuals who purchase approved energy-efficient automobiles, or trade in vehicles for energy-efficient cars. These individuals will receive tax breaks and/or tax credits from these purchases.
Section IV- Terms and Benefits This bill will be put into effect immediately on the federal level. Automobile corporations, who agree to make a switch to more energy-efficient automobiles that are approved by federal regulation, will receive substantial tax breaks and tax credits. Therefore, it will be financially beneficial to these corporations to make a switch to “greener” automobiles. Individuals who purchase vehicles from these companies will also receive tax credits. Individuals who continue to purchase automobiles that are deemed “environmentally damaging” will have raised taxes.
Apply For Tax Credit and Tax Deduction:
A) Automobile corporations who only produce and sell motor vehicles that are hybrids, diesels, or alternative fuel vehicles- approved by federal government regulation qualify for tax deduction
B) Individuals who purchase vehicles that use less gasoline than the average vehicle of similar weight that meet an emissions standard qualify for the credit 1. $4, 000 dollars will be given in federal income tax credit to those who purchase hybrids 2. $3,400 dollars will be given in federal income tax credit to those who purchase diesel vehicles 3. $4,000 dollars will be given in federal income tax credit to those who purchase alternative fuel vehicles
C) $4,500 will be given to individuals who trade in vehicles up to seven years old for energy-efficient vehicle 1. $3,000 for vehicles eight-ten years old 2. $2,500 for cars older than that
D) Individuals who purchase cars that get less than 27 miles to the gallon will pay an extra $2,000 in tax fees along with the price of the vehicle
